Been pondering this and my only guess is that the neurons/transmitters are not connected enough. The connectivity between the brain cells is not strong enough to let information flow from one sector to another. Some of this is genetics and some is environmental. If you do nothing.. well then definitely not going to stay sharp. A lot of my contemporaries that grew up in the trailer park are an example of this. They coast be, do exactly what they have to do, and nothing else.
